EDUCATION AND COMMUNITY LITERACY [E& CL] PROGRAM

Education is one of the core priority areas of The Kainaat Foundation Sindh (TKFS). The Foundation is committed to improving access to equitable, inclusive, and quality education for all, in line with Article 25-A of the Constitution of Pakistan, which guarantees free and compulsory education for children aged 5 to 16 years.

Despite this constitutional commitment, Sindh faces a severe education crisis, with approximately 7.8 million children out of school. The situation is particularly alarming in Upper Sindh, where remoteness, poverty, weak infrastructure, and limited teacher capacity have significantly restricted access to quality education—especially for girls. Recognizing these challenges, the Government of Sindh has declared an education emergency in the province.

Multiple independent assessments, including reports by Alif Ailaan, highlight the poor condition of school infrastructure and learning outcomes in Sindh. The districts of upper Sindh ranks 110 to 100 out of 155 districts nationwide, with average 45% of school buildings considered satisfactory. While private schools exist, they remain largely inaccessible to low-income and middle-class families due to high fees and associated costs.

In response to these challenges, TKFS works closely with communities, government institutions, and development partners to expand education access, improve quality, and promote literacy across underserved areas. Our Education and Community Literacy Program aims to bridge gaps in both formal and non-formal education systems, ensuring that no child or adult is left behind.

Current Education Initiatives

TKFS is currently implementing the following key initiatives under the Education and Community Literacy Program:

1 Foundation Assisted Schools (FAS)

Since 2011, TKFS has been providing free, quality primary and elementary education through its Foundation Assisted Schools.

  • 5,780 children educated (2,907 boys and 2,873 girls)
  • Qualified and experienced teaching faculty
  • Strong academic results and scholarship achievements

2.Adult & Adolescent Learning and Training Program (AALTP)

TKFS has signed a long-term agreement with the Sindh Education Foundation (SEF), Government of Sindh, valid until 30 June 2030, to implement AALTP Centers in Kandhkot.

  • Provides non-formal education to out-of-school children and adolescents
  • Focuses on literacy, numeracy, and life skills
  • Aims to reintegrate learners into the formal education system

3.Non-Formal Education (NFE) Centers

Under the Sindh Education and Literacy Department, Government of Sindh, TKFS has been awarded 20 Non-Formal Education Centers in District Kashmore.

  • Targeting 600 out-of-school children
  • Delivering basic education within two years
  • Government-recognized certification enabling transition to further education

Previous Experience in the Education Sector

TKFS has extensive experience in education programming, including:

  1. Monitoring of Take a Child to School (TACS) Project – TDEA / British Council
  2. Integrated Education and Learning Program (IELP):
    • Formal education for 1,700 students
    • Teacher capacity building
    • Formation of Parent-Teacher Committees
    • Community mobilization to increase enrollment and reduce dropout
  3. Research and advocacy on government schools – USAID Citizen’s Voice Program
  4. Formation and capacity building of Taluka Liaison Committees (TLCs) and District Support Committees (DSCs)
  5. Repair and rehabilitation of flood-damaged schools – UNDP
  6. Provision of WASH facilities in government schools
  7. Establishment of 50 education centers under Education for AllNCHD
  8. Community Learning Centers (CLCs) – SEF, Government of Sindh

Future Strategy

To further strengthen education outcomes, TKFS plans to:

  • Establish 5 new schools and 40 Non-Formal Education Centers, with a strong focus on girls’ education
  • Enroll 15,000 out-of-school children into public schools through targeted enrollment drives
  • Promote reading habits and holistic development through co-curricular and extracurricular activities, including:
    • Play-based learning
    • Quiz and speech competitions
    • Sports and healthy activities
    • Exposure and learning visits
  • Conduct teacher capacity-building programs, particularly in Early Childhood Education (ECE)
  • Establish and strengthen Parent-Teacher Committees (PTCs) to reduce dropout rates
  • Raise community awareness on the right to education, school accountability, and the issue of ghost teachers

Through these integrated efforts, The Kainaat Foundation Sindh strives to create sustainable education pathways that empower children, youth, and communities, contributing to long-term social and economic development in underserved regions of Sindh.

PROTECTION, GENDER AND DEVELOPMENT (PGD) PROGRAM

Protection of human dignity and fundamental rights has remained a critical challenge in Pakistan since its inception. Persistent issues such as Violence Against Women (VAW), Gender-Based Violence (GBV), child abuse, child labour, and violations of minority rights continue to undermine social justice and democratic development.

In response to these challenges, The Kainaat Foundation Sindh (TKFS) has played a leading role in promoting human rights, gender equality, and protection for vulnerable populations across Sindh. The organization has established itself as a credible, informed, and objective voice at district, regional, and national levels, advocating for the rights of women, children, and marginalized communities. TKFS’s efforts to document, highlight, and respond to human rights violations have been widely recognized.

Beyond monitoring and reporting violations, TKFS actively seeks redress through public campaigns, advocacy, lobbying, and legal interventions. The Foundation also organizes seminars, workshops, and fact-finding missions, and has established helpline services to provide counseling, referrals, and support to survivors of violence and abuse.

Future Strategy

TKFS’s Protection, Gender and Development strategy for the next four years focuses on strengthening rights-based systems and ensuring accountability through the following approaches:

    • Relevant international conventions, covenants, protocols, and resolutions
  • Promotion of research, documentation, and studies on human rights and protection issues to inform policy and practice

    • Conventions and awareness campaigns
    • Publication of research reports and policy briefs
  • Collaboration with national and international organizations, networks, and individuals working in the field of human rights and protection

  • Provision of legal aid, counseling, and technical support to survivors of human rights violations and to individuals and groups defending human rights

HUMANITARIAN RESPONSE AND DISASTER RISK REDUCTION [HRP&DRR] PROGRAM

Pakistan has faced some of the most severe floods and extreme rainfall events in its history, notably in 2010, 2011, 2012, and 2022. These disasters caused widespread loss of life, livelihoods, property, and infrastructure, pushing millions of people into humanitarian need. Sindh Province has been among the worst affected, with entire districts, villages, and urban settlements submerged or destroyed.

The impact of these disasters has been devastating for rural and urban communities alike. Standing crops, livestock, housing, roads, bridges, water and sanitation systems, schools, health facilities, markets, and communication infrastructure were severely damaged. Thousands of families were forced to seek shelter in temporary camps and makeshift settlements. The Government of Pakistan described the scale of destruction as unprecedented, surpassing previous global disasters in terms of impact and recovery needs.

In response, The Kainaat Foundation Sindh (TKFS) has been actively engaged in life-saving humanitarian assistance, early recovery, and disaster risk reduction across disaster-prone districts of Sindh. Drawing on its strong community presence and coordination with government authorities and humanitarian partners, TKFS has supported affected populations through timely, inclusive, and protection-sensitive interventions.

Future Strategy

As a key protection-focused humanitarian organization in Upper Sindh, TKFS aims to strengthen community resilience and disaster preparedness through a comprehensive and coordinated approach. Our future strategy includes:

  • Building community-based disaster risk management (CBDRM) systems through training and capacity building
  • Strengthening collaboration with government institutions, humanitarian clusters, and local, national, and international partners
  • Mainstreaming protection as a cross-cutting priority in all humanitarian response and DRR interventions
  • Integrating gender, child protection, and inclusion into disaster preparedness, response, and recovery planning
  • Expanding referral services, legal aid, psychosocial support, and case management for disaster-affected men, women, and children
  • Supporting government and community stakeholders to institutionalize protection-centered disaster risk management within policies, programs, and implementation frameworks

Through its HRP & DRR Program, The Kainaat Foundation Sindh remains committed to saving lives, restoring dignity, and building resilient communities capable of withstanding future shocks and disasters.

HEALTH & NUTRITION PROGRAM (NHP)

Health and Nutrition remain significant concerns in Pakistan, particularly affecting women and children. Despite progress in reducing diseases such as measles, polio, malaria, and diarrhea, malnutrition rates, including stunting, underweight, wasting, and overweight prevalence, have increased. Sindh, in particular, faces higher rates of stunting, underweight, and iron deficiency anemia among women. Contributing factors include poor-quality diets, limited access to nutritious foods, and inadequate nutrition services, exacerbating malnutrition, especially among women. Societal issues such as harmful cultural practices, gender norms, and income inequality further impact food consumption and care-seeking behaviors.

The Kainaat Foundation Sindh (TKFS) believes that reducing disease burden—particularly malnutrition—is essential for building a healthy, productive, and resilient future generation. The Foundation therefore focuses on strengthening community-based health and nutrition services, improving awareness of Infant and Young Child Feeding (IYCF) practices, and enhancing access to preventive and curative health care.

Going forward, TKFS will prioritize:

  • Early identification and referral of severe and acute malnutrition, measles, polio, malaria, and diarrhea cases among children and PLWs
  • Strengthening coordination between communities, health facilities, and district health departments
  • Enhancing community awareness on nutrition, IYCF, hygiene, and disease prevention
  • Supporting integrated and protection-sensitive health and nutrition responses through supportive supervision and capacity building

Through its Health & Nutrition Program, The Kainaat Foundation Sindh aims to reduce preventable illnesses, improve nutrition outcomes, and strengthen community resilience—ensuring healthier lives for women and children in underserved areas of Sindh.

FOOD SECURITY & LIVELIHOODS [FSL] PROGRAM.

Food security and sustainable livelihoods are essential for reducing poverty, strengthening resilience, and enabling communities to recover from economic and climate-related shocks. The Food Security & Livelihoods (FSL) Program of The Kainaat Foundation Sindh (TKFS) is guided by the Sustainable Livelihoods (SL) approach, which focuses on understanding and strengthening the assets, capacities, and strategies that poor and vulnerable households rely upon for survival and well-being.

The program also integrates principles of Natural Resource Management (NRM), recognizing that livelihoods—particularly in rural Sindh—are closely linked to land, water, agriculture, biodiversity, and natural ecosystems. Sustainable use of natural resources is therefore critical to ensuring long-term income generation, food availability, and environmental resilience.

Through the FSL Program, TKFS works to enhance household economic stability by improving skills, expanding income opportunities, and supporting small-scale entrepreneurship, with a strong emphasis on women, youth, and other vulnerable groups.

Experience in Livelihoods Programming

TKFS has implemented a range of livelihood and economic empowerment initiatives in partnership with government departments and development organizations, including:

Through its Food Security & Livelihoods Program, The Kainaat Foundation Sindh aims to empower communities to build resilient livelihoods, reduce dependency, and achieve long-term economic security.

TRANSPARENCY AND ACCOUNTABILITY FOR GOOD GOVERNANCE (TAGG) PROGRAM

Weak governance, lack of transparency, and widespread corruption remain major barriers to socio-economic development in Pakistan, affecting both public and private sectors. These challenges drain scarce public resources away from essential services such as health, education, infrastructure, and social protection, while deepening inequality and eroding public trust in state institutions.

Recognizing transparency and accountability as foundational pillars of good governance, The Kainaat Foundation Sindh (TKFS) plans to expand its programming into the Transparency and Accountability for Good Governance (TAGG) sector. The program aims to strengthen citizen oversight, promote rule of law, and improve institutional accountability to ensure that public resources are used effectively and equitably.

Under TAGG, TKFS will focus on establishing community-based oversight and monitoring committees using social accountability tools to track government service delivery. The Foundation will raise community awareness on the Right to Information (RTI), enabling citizens to access development budgets and safeguard their development rights. TKFS will also support efforts to strengthen the Anti-Corruption Department, alongside conducting public awareness campaigns and advocacy drives against corruption and malpractice.

Democratic Governance Focus and Future Strategy

TKFS’s democratic governance work will prioritize:

  • Improving electoral laws, regulations, and procedures
  • Voter education and registration, especially among women and marginalized groups
  • Political and democratic education of political workers, activists, and youth
  • Capacity building of elected representatives at national, provincial, and local levels to strengthen legislative oversight and governance roles
  • Mainstreaming gender equality in policy formulation and decision-making processes

Given the limited participation of women and marginalized groups in decision-making, TKFS will place special emphasis on building the leadership and legislative capacity of women parliamentarians, enabling them to effectively advocate for the rights of women and vulnerable communities.

Partnerships and Collective Action

TKFS has played a key role in building broad-based alliances among civil society organizations, journalists, trade and labor unions, student groups, teachers’ associations, bar associations, and district press clubs to address shared governance challenges. Recognizing the power of collective action, TKFS will continue to strengthen existing networks and establish new partnerships to amplify advocacy, accountability, and reform initiatives.

Through the TAGG Program, The Kainaat Foundation Sindh aims to promote transparent institutions, accountable leadership, and inclusive democratic governance—laying the foundation for sustainable and equitable development.
